@Tony: That kinda implies that it's on-disc DLC...which would be pretty bad but who knows. I just want to see Venom and Vergil added to the roster. :(

Basically it is. From what the producers say, they would have been released as DLC but the Tsunami halted that. I see it as, the DLC didn't sell that well and instead of offering them individually, make everyone get them in a re-release.
